Why this postgraduate course?

This program is proposed as a basic body of specific contents required for Territorial Planning. The city, the territory, is the place where the set of economic, cultural and social relations is expressed. The traditional notions of living, working and leisure, characteristics of rationalist urbanism, have added a set of increasingly complex aspects. These require defining in another way the role of the traditional professions involved in urban and territorial planning, as well as those related to the sustainable development of natural spaces and the processes of artificialization of the territory. Some of the aspects that take a growing importance in the management and sustainable management of the territory are the crisis of the industrial production system, the processes of division of labor within tertiary activity, the irruption of ICT, economic development with the criterion of sustainability, changes in the demographic structure of the population, migrations on a planetary scale, territorial suburbanization and the progressive consumption of land, the interdependence and competition of the economy and territories on a global scale, the new social habits in the trade and leisure, the changes experienced in transport infrastructure and mobility, etc.

In opposition to these new challenges of contemporary society, stands out the stagnation of traditional professions, in which the transformations of degree continue anchored, in our country, in the situation generated with industrialization. Architects, geographers, industrial and road engineers, sociologists, among others, continue to be university degrees more related to design and management, not having appeared in Spain, new professional expressions trained to plan the complexity of the territory that characterizes the XXI century.

In the case of foreign students, or Spanish non-architects; Without knowledge of the Legal Framework of Planning and Urban Management in Spain, it is recommended the realization of the subject Introduction to Spanish Urban Law, which provides a set of introductory contents that ensure a common minimum knowledge base, very useful for the future realization of the postgraduate.

Aims
  • Confronting the formation of multidisciplinary specialists trained to deal with the planning and management of the city and territory in the XXI century. Authentic planners "planners" (in the Anglo-Saxon denomination), contemporary urban and territorial systems.
  • Assess land regulation, the edificadora morphology and morphology of the land.

Spatial and Urban Planning
  • The genesis of urban planning, its evolution and territorial and urban problems generated from the industrial revolution.
  • Study of urban paradigms:
    • The urban phenomenon of the twentieth century.
    • Urban expansion and suburbanization versus compactness.
    • Crisis and decadence of urban centers.
    • The monocentric city and polycentric models.
    • The evolution of the current city "post-Fordism".
    • The economy and the city of knowledge.
    • The environmental, economic and social sustainability of urban structures.
    • Immigration and social segregation, closed neighborhoods, metropolitanization, megalopolis, intermediate cities, among others.
  • The European territorial strategy. The balanced development of the regions. The European Territorial Agenda. Towards an Inclusive, Smart and Sustainable Europe of Diverse Regions.
  • Spanish urban law. Concept and evolution of urban law in the Spanish state. The principles and structure of the regulatory system of urbanism. Urban planning techniques: classification and qualification of the land, the legal regime of the land and the execution of the planning.
  • Territorial planning in Catalonia is explained at a regional level. Study of the Territorial Plans, Territorial Plans and the Master Plans, in addition to other sectoral plans of incidence in the territory such as mobility, housing or infrastructure.
  • At the local scale, the General Urban Planning System, its competencies and scope are analyzed. Municipal Urban Planning Plans (POUM), Municipal Urban Action Programs (PAUM) and Derived Urban Planning: Special, Partial, Improvement and Delimitation Plans.
  • Prospective planning instruments.
  • Analysis of urban renewal plans and programs.
  • Practical workshops on case studies at a territorial scale as well as experiences on an urban scale.
  • Visits (in the morning) to the Territory and Urban Planning areas of the Generalitat de Catalunya, Serveis d'Urbanisme of the Metropolitan Area of ​​Barcelona (AMB) and the urban planning area of ​​the Barcelona City Council.

Management, Governance and Urban Policies
  • Analysis of the different policies on land and housing, with special emphasis on the review of good practices of European housing policies, as well as from the point of view of their historical evolution and in the analysis and achievement of their objectives.
  • Relations between land policy and the real estate market.
  • Factors that from urban planning can influence the normalization of the land market, among other objectives.
  • Development of the main elements of urban policy (analysis of the supply and demand of land and housing, accessibility to the market, financing, taxation, etc.).
  • The basic management instruments are analyzed, such as expropriation, equitable distribution of benefits and charges, land reserves for social housing, public land assets, intervention in the market, rental policy, etc.
  • Citizen participation that guarantees economic development, social cohesion and quality of life, under the principles of governance. For this, it has the participation of non-governmental organizations of citizen participation, as well as the exhibition of the experience in this field of the city of Barcelona.

Geographic Information Systems
  • Knowledge of geographic information systems, through the teaching of ArcGis software.
  • Structure of graphic and alphanumeric data, its components and work procedures.
  • Study of vectorial and raster information systems.
  • Introduction to remote sensing.
  • Analysis of the relevant concepts of urban and territorial structure, possible opinion and work procedures, fundamentally for its synthetic visualization in a municipal scope.
  • Processes necessary to explore and show different factors that converge in an environment, their spatial relationships, as well as an integrating reading of various components.
  • Qualitative improvement of the information that allows the combination of elements and synthesis of contents through the exploration of different urban information bases in digital format and GIS-based computer applications.
  • Practical workshops with knowledge and work criteria of the SIG.

The UPC School reserves the right to modify the contents of the programme, which may vary in order to better accommodate the course objectives.
Degree
Postgraduate qualification in Spatial Planning, issued by the Universitat Politècnica de Catalunya. Issued by virtue of the provisions of art. 7.1 of Organic Law 2/2023 of 22 March, concerning the University System, and art. 36 of Royal Decree 822/2021 of 28 September, which establishes the organisation of university education and the procedure for ensuring its quality. A prior official university qualification is necessary to obtain it. Otherwise, the student will receive a certificate of completion of the programme issued by the Fundació Politècnica de Catalunya. Lifelong learning studies at the Universitat Politècnica de Catalunya are approved by the University's Governing Council on an annual basis. (See details appearing on the certificate).

Participatory lectures
A presentation of the conceptual foundations of the content to be taught, promoting interaction with the students to guide them in their learning of the different contents and the development of the established competences.
Practical classroom sessions
Knowledge is applied to a real or hypothetical environment, where specific aspects are identified and worked on to facilitate understanding, with the support from teaching staff.
Solving exercises
Solutions are worked on by practising routines, applying formulas and algorithms, and procedures are followed for transforming the available information and interpreting the results.
Case studies
Real or hypothetical situations are presented in which the students, in a completely participatory and practical way, examine the situation, consider the various hypotheses and share their own conclusions.

Attendance
At least 80% attendance of teaching hours is required.

How to start admission
To start the enrolment process for this programme you must complete and send the form that you will find at the bottom of these lines.

Next you will receive a welcome email detailing the three steps necessary to formalize the enrolment procedure:

3. Pay €110 in concept of the registration fee for the programme. This fee will be discounted from the total enrolment fee and will only be returned when a student isn't admitted on a programme.

ACADEMIC AND ECONOMIC REGULATIONS

The Fundació Politècnica de Catalunya reserves the right to modify content, price, location, timetable and dates prior to the start of the course. Registration on the course will not be confirmed until payment has been made.

Registration rights. The interested party must make payment of the specified registration fee for the course. This fee will be deducted from the full course fee and will only be reimbursed if the applicant is not admitted.

Cancellation or deferment.The Fundació Politècnica de Catalunya reserves the right to cancel or defer a course if the minimum number of students is not met. In case of cancellation or non-admittance, the Fundació Politècnica de Catalunya will return all amounts paid in full, without any additional compensation. In case of deferment, applicants may request reimbursement of fees paid.

Cancellation of registration.
In the event of withdrawal or cancellation of the registration, the student must notify the UPC School in writing beforehand.
  • If this request for cancellation is made 45 days before the start of the programme, the UPC School will retain only 30% of the total registration fee and refund the difference paid.
  • In the event that the application request is made within 45 calendar days and the beginning of the programme, the UPC School will retain 60% of the registration fee.
  • No applications for refunds may be made after the programme has started.
Under exceptional circumstances, refunds of the registration fee will be made if the student's cancellation is due to one of the following circumstances:
  • Denial of a visa, subject to submission of supporting documentation. In this case, the UPC School will refund the registration fee less 300 Euros for administrative expenses.
  • Serious illness or accident accredited by an official medical certificate, stating the start date of the illness and the anticipated convalescence period. In this situation the UPC School's decision will be as follows:
    • If the notification takes place up to one month after the start of the programme, it will refund the amount actually paid, less 300 Euros as administrative expenses.
    • No refunds will be made after a month after the start of the programme. It will be only be possible to use the amount paid as a deposit for the registration fee of the next programme. This procedure entails no administrative fee for the student. The price difference between the new registration fee and the amount previously paid will be payable by the student under all circumstances.

Changes in registration. Any changes in registration, previously authorised by the Fundació Politècnica de Catalunya, will incur a 300 € administration fee.

Discounts.
  • Discounts are non-accumulable. The greater discount of those requested will be applied.
  • Discounts can only be applied under prior application and approval.
  • Once registration has been confirmed, no discount will be applied.
  • Students are responsible for placing applications for any discounts.

Qualification. In order to obtain the Qualification/Diploma issued by the Polytechnic University of Catalonia, the student must be in possession of a recognised university qualification or internal university qualification equivalent to a degree or diploma. If this is not the case, the student will receive a certificate of completion for the course, issued by the Fundació Politècnica de Catalunya. Students with outstanding payments due to the Fundació Politècnica de Catalunya or who has not approved all the credits necessary to overcome the program before the date of completion of this program will not be eligible to receive any qualification, diploma or certificate.
